By accessing or using the Service, you agree to these Terms. If you do not agree, do not use the Service.

1. Our Service

Thorough Screening provides online screening services for employers, landlords, property managers, and applicants in the United States. Depending on the reports selected and data availability, our Service may include tenant screening, employment screening, credit-related reporting, criminal background searches, eviction searches, identity verification, address history, sanctions/watchlist screening, employment or rental verification, education or license verification, motor vehicle reporting, and drug screening coordination. Report types, features, and availability may vary by user type, jurisdiction, and lawful purpose.

2. Eligibility

You may use the Service only if you:

  • are at least 18 years old;
  • have legal authority to enter into these Terms; and
  • will use the Service only for a lawful and permissible purpose.

If you use the Service on behalf of a business, employer, landlord, or property-management company, you represent that you are authorized to bind that entity to these Terms.

3. User Types

The Service may be used by the following categories of users:

  • Employers seeking employment-related screening;
  • Landlords and property managers seeking tenant-related screening;
  • Applicants, co-applicants, guarantors, or consumers who are invited to complete screening or who purchase personal-use reports where offered.

Each user must provide accurate, current, and complete information.

4. Lawful Purpose and Permitted Use

You agree to use the Service only for lawful screening purposes and in compliance with all applicable federal, state, and local laws. This includes, where applicable, compliance with the Fair Credit Reporting Act (“FCRA”), state consumer-reporting laws, employment laws, fair housing laws, and privacy laws.

You may not use the Service:

  • for any unlawful, discriminatory, retaliatory, or unauthorized purpose;
  • without a permissible purpose where one is required by law;
  • to obtain information on any person without required notice and authorization;
  • to resell, republish, or distribute reports except as permitted by law and these Terms;
  • to scrape, copy, reverse engineer, or interfere with the Service;
  • to access another user’s account without authorization; or
  • to make decisions in a manner prohibited by applicable law.

5. User Certifications

If you are an employer, landlord, or property manager ordering reports, you certify that:

  • you have a lawful and permissible purpose for requesting each report;
  • you will obtain all legally required disclosures, notices, and authorizations before ordering a report;
  • you will use reports only for the specific screening purpose for which they were obtained;
  • you will comply with all pre-adverse action, adverse action, and related notice requirements imposed by applicable law; and
  • you will not misuse, improperly share, or retain report information in violation of law.

We may request information or documentation from you to verify your identity, business status, or permissible purpose before allowing access to certain reports or features.

6. Applicant Authorization and Identity Verification

Applicants may be invited to complete screening through the Service. By submitting information through the Service, an applicant represents that the information provided is true, current, and complete.

Where required, applicants authorize Thorough Screening and its service providers, data sources, and partners to collect, verify, and process information necessary to generate requested screening reports. This may include identity verification, address history, credit-related data, criminal-record searches, eviction searches, employment or rental verification, and other screening components that are lawfully requested and available.

Applicants are responsible for providing accurate identifying information. Inaccurate or incomplete information may delay or prevent report generation.

7. Consumer Reports and Investigative Information

Some reports or report components available through the Service may qualify as consumer reports or investigative consumer reports under applicable law. Such reports may only be requested and used where legally permitted.

Thorough Screening provides access to screening information, but the user requesting the report is responsible for ensuring lawful use of the information and for making independent decisions based on the report and other relevant factors.

8. Data Sources, Availability, and Accuracy

Our reports may include information obtained from third-party databases, public records, courts, government agencies, verification sources, credit-related providers, and other data suppliers. Availability and turnaround times may vary based on source responsiveness, jurisdiction, matching criteria, and legal restrictions.

While we work with sources we believe to be reliable, we do not guarantee that every report will be complete, error-free, current, or available in every jurisdiction. Public-record information may be delayed, incomplete, sealed, expunged, restricted, or inaccurately indexed by the source. Users are responsible for reviewing reports carefully and complying with applicable law before taking action based on any report.

9. Report Delivery and Turnaround

Some results may be delivered instantly or quickly online, while other report components may require additional processing time, source verification, or manual review. Delivery times are estimates only and are not guaranteed.

We reserve the right to delay, limit, or decline any report request where we cannot verify identity, authorization, permissible purpose, payment, or compliance requirements.

10. Applicant Rights, Disputes, and Reinvestigations

Applicants and other consumers may have rights under the FCRA and other applicable laws, including the right to request a copy of certain report information, dispute potentially inaccurate information, and request reinvestigation where required by law.

If you believe information in a report is inaccurate, contact us using the contact information provided below. We may direct you to the appropriate reporting source or dispute process depending on the type of report and the source of the information.

Nothing in these Terms limits any non-waivable rights provided by applicable law.

11. Adverse Action and Decision-Making Responsibility

Employers, landlords, and property managers are solely responsible for decisions they make based on screening reports, including hiring, leasing, retention, promotion, reassignment, or other eligibility decisions.

If you take or intend to take adverse action based in whole or in part on report information, you are solely responsible for providing all notices, summaries of rights, waiting periods, and adverse action communications required by applicable law.

Thorough Screening does not make hiring or tenancy decisions and is not responsible for your compliance obligations as a user of screening information.

12. Accounts and Account Security

You may need to create an account to access certain features of the Service. You are responsible for:

  • maintaining the confidentiality of your login credentials;
  • restricting access to your account;
  • ensuring that account information remains accurate and up to date; and
  • promptly notifying us of any suspected unauthorized use of your account.

You are responsible for all activity occurring under your account unless prohibited by law.

13. Fees, Payments, and Refunds

Pricing for reports and services is displayed on the website or within the platform at the time of order. Fees are due at the time of purchase unless we agree otherwise in writing.

Unless otherwise required by law, fees for completed reports or services are non-refundable once processing has begun or a report has been generated. If a report cannot be generated due to a verified system issue, duplicate charge, or service failure attributable to us, we may provide a replacement, service credit, or refund at our discretion.

You are responsible for any taxes, chargebacks, collection costs, or fees associated with your purchase or misuse of payment methods.

14. Privacy

Your use of the Service is also subject to our Privacy Policy. By using the Service, you acknowledge that we may collect, use, disclose, and retain information as described in our Privacy Policy and as permitted by law.

15. Communications

By creating an account, submitting a form, or using the Service, you agree that we may send you service-related communications by email, platform notification, phone, or other reasonable methods. These may include invitations, identity-verification notices, order updates, compliance-related notices, transactional receipts, and support communications.

16. Intellectual Property

You may not copy, modify, distribute, sell, license, reverse engineer, or create derivative works from the Service except as expressly permitted by us in writing or by applicable law.

17. Prohibited Conduct

You agree not to:

  • submit false, misleading, or incomplete information;
  • impersonate another person or entity;
  • use the Service to harass, discriminate against, stalk, or investigate someone for an unlawful purpose;
  • bypass security or identity-verification measures;
  • upload malicious code or interfere with the operation of the Service;
  • use automated tools to access the Service without our written permission; or
  • use the Service in any way that could harm us, our users, or third parties.

18. Suspension and Termination

We may suspend, restrict, or terminate your access to the Service at any time, with or without notice, if we believe that:

  • you have violated these Terms;
  • you lack a lawful permissible purpose;
  • your use creates legal, compliance, security, or reputational risk;
  • payment cannot be collected; or
  • your account is associated with suspected fraud, abuse, or unlawful activity.

Termination does not relieve you of obligations that arose before termination, including payment obligations and compliance responsibilities.

We do not guarantee that the Service will always be available, secure, error-free, or suitable for every user’s legal or business needs.

Nothing in these Terms excludes or limits liability that cannot be excluded under applicable law.

21. Indemnification

You agree to defend, indemnify, and hold harmless Thorough Screening and its affiliates, officers, directors, employees, contractors, licensors, and service providers from and against claims, liabilities, damages, judgments, losses, costs, and expenses, including reasonable attorneys’ fees, arising out of or related to:

  • your use or misuse of the Service;
  • your violation of these Terms;
  • your violation of applicable law;
  • your failure to obtain required authorizations or provide required notices; or
  • your decisions based on report information.

22. Governing Law

These Terms will be governed by and construed in accordance with the laws of the State of Florida, without regard to conflict-of-law rules, except to the extent superseded by applicable federal law.

Any dispute arising out of or relating to these Terms or the Service shall be brought in the state or federal courts located in Florida, unless applicable law requires otherwise, and each party consents to that venue and jurisdiction.

23. Changes to These Terms

We may update these Terms from time to time. The revised version will become effective when posted on this page unless a different effective date is stated. Your continued use of the Service after updated Terms are posted constitutes your acceptance of the updated Terms.
